Access violation vulnerability in WCP Contact Form 3.1.0

The WCP Contact Form plugin for WordPress is vulnerable to a security issue that could allow someone to access private data without authorization. This issue affects versions of the plugin up to, and including, 3.1.0, and is caused by a missing capability check on the downloadCsv() function that is hooked via plugins_loaded. This means that someone who is not authorized to view the data can access and export any submitted forms.
