Order Your Posts Manually

The Order Posts Manually plugin allows users to manually order their posts by dragging and dropping them into the desired order. However, it should be noted that using the plugin will change the creation or modification dates of the posts in the database, which may not be desirable for those who prioritize exact dates over post order. The plugin is available for download on WordPress.org and is currently available in English, Dutch, Serbian, and Spanish.
