Access violation vulnerability in WP Wallcreeper 1.6.1

The WP Wallcreeper plugin used for WordPress has a security issue where data can be changed without permission. This is because a necessary check was not included in the admin_notices hook for all versions up to 1.6.1. This means that people with access to the plugin, even at the Subscriber level, can turn caching on and off.
