Access violation vulnerability in Download Monitor 4.9.13

The Download Monitor plugin for WordPress has a security issue that allows unauthorized users to access its functions without permission. This can happen because the plugin does not check for the proper capabilities when using the dlm_uninstall_plugin function. This means that someone who is logged in to the website can uninstall the plugin and delete all of its data.
