Custom Login Admin Front-end CSS

The Custom LAF CSS plugin allows WordPress admins to add custom CSS to the login, admin, and front-end pages, regardless of the active theme. It is useful for multisite networks and allows admins to customize the network's look and feel. The plugin also features CSS minification and is compatible with the Admin CSS MU plugin. Upgrading from Admin CSS MU is possible by installing Custom LAF CSS and importing CSS from Admin CSS MU before deactivating and deleting the latter.
